A new Veterans Memorial Plaza is under consideration in Powell after the city's Development Committee took up the proposal for the first time on Aug. 4.
The plaza was the sole item of new business at the committee's 6:30 p.m. meeting in Council Chambers at 47 Hall Street. A supporting study dated July 23 was attached to the published agenda, though the document was not retrievable from the city's online portal. No specific site, dollar figure or construction timeline has appeared in any public record.
Meeting minutes have not yet been posted to the city's Granicus system, so the committee's recommendation or direction to staff remains unconfirmed. Minutes are expected by Aug. 6.
The proposal is distinct from the "Unmarked But Unforgotten" Veterans Memorial at Powell Cemetery, which City Council approved July 21 through Resolution 2026-34. That project, funded through an intergovernmental agreement with the Delaware County Veterans Service Commission, honors veterans buried in unmarked graves.
Powell already maintains the Greater Powell Veterans Memorial in Village Green Park. Whether the proposed plaza would expand, replace or complement that existing site is unclear from available records.
Fundraising seeds planted in March
The plaza proposal follows months of financial planning by city leaders. At the March 10 Finance Committee meeting, Mayor Heather Karr described meeting with Chris Baker of the Delaware County Foundation about establishing a Powell Community Foundation with at least two funds, one dedicated to the Veterans Memorial.
"I anticipate there will be a lot of money going into the Veterans Memorial Fund," Assistant City Manager Jeffrey Tyler said at that same March meeting.
City Manager Andrew White also discussed the foundation concept at the March 17 Council meeting. The fundraising structure suggests the city has been building toward a significant veterans project for months before the plaza proposal surfaced publicly.
What comes next
The Development Committee, chaired by Tyler Herrmann and including council representatives Carlos Crawford and Kurt Ramsey and citizen representatives Shaun Simpson and Ross Irvine, typically forwards recommendations to City Council. No date for a council vote or Planning and Zoning hearing has been scheduled. Details are expected once the Aug. 4 minutes and the July 23 study become publicly available.
