Two men from the city of Delaware charged with murder in the Aug. 14 fatal shooting of Tamela D. Dutcher on Bean Oller Road were expected to be arraigned in Delaware County on Aug. 17, after arrests came less than 17 hours after the shooting. Powell Police and Liberty Township Fire were among the agencies that responded to the scene.

Dajameous Payne, 21, and Christian Evans, 20, were arrested at 5:25 p.m. on Aug. 14 after detectives with the Delaware County Sheriff's Office and the multi-agency Delaware Tactical Unit executed a search warrant in the city of Delaware, according to the Delaware Gazette. They were taken into custody without incident and booked into Delaware County Jail on murder charges.

The sheriff's office said additional charges may follow.

Bryanna Dutcher, 18, the victim's daughter, was also arrested and charged with obstruction of justice. She was booked into Delaware County Jail; her arraignment date has not been announced.

The shooting

The incident began at 12:25 a.m. on Aug. 14 when 911 received a call from a Bean Oller Road resident reporting that shots had been fired in or near his home and that his wife had been shot. Dutcher, 55, was transported to the hospital within minutes of first responders' arrival but died several hours later from gunshot wounds, according to the sheriff's office.

"Someone was in my house and just shot my wife," Dutcher's husband told the 911 dispatcher, according to 10TV. He said he had been watching television in the basement when he heard a gunshot and saw the back of someone running out the front door.

Response

The sheriff's office confirmed that the Powell Police Department, Liberty Township Fire, the Delaware and Sunbury police departments and the Ohio State Highway Patrol all responded to the scene. The Ohio Bureau of Criminal Investigation assisted with processing the crime scene.

The sheriff's office used helicopters, drones and K9 units during the overnight search, ABC6 reported. Neighbor Dee Dee Chilcote told ABC6 on Aug. 14 that the law enforcement presence continued until roughly 2:30 a.m., with helicopters spotlighting a field across the street from the home.

As we reported Aug. 16, the arrests came the same day as the shooting. Neither Powell Police nor Liberty Township Fire has commented publicly on their roles in the response.

The sheriff's office said its investigation into the homicide is ongoing.
